What is the Skilled Worker Selection Program (PSTQ)?
The Skilled Worker Selection Program (PSTQ) is Quebec's primary economic immigration pathway for skilled professionals seeking to live and work permanently in the province. The program replaced the former Quebec Skilled Worker Program (QSWP) and operates independently from Canada's federal Express Entry system, allowing Quebec to establish its own immigration criteria based on the province's labour market priorities and economic objectives.
The PSTQ is designed to attract qualified professionals with the education, skills and work experience needed to support Quebec's economy. Successful candidates receive a Quebec Selection Certificate (CSQ), which is the provincial approval required before applying for Canadian permanent residence through Immigration, Refugees and Citizenship Canada (IRCC).
